In the matter of a controversy between Allied heavy construction and highway crafts, A.F. of L., complainant, and Associated general contractors of America, Portland chapter, respondentinvolving claim of hoisting and portable engineers of International union of operating engineers that wage scale set forth in contract of January 30, 1940, by and between Oregon ship-building corporation, party of the first part, and Building and construction trades department and Metal trades department of the American federation of labor and the International and local unions affiliated with the said departments and Building and construction trades council of Portland and vicinity, parties of the second part, should be paid by the Gilpin construction company in the performance of its contract with the Oregon shipbuilding corporation, said contract involving the construction of ways at the Portland shipyards.
