Letter from the secretary of war transmitting, with a letter from the chief of engineers, reports in preliminary examination and survey of harbors and rivers at or near Chicago, Ill., including Chicago harbor, Chicago River, Calumet harbor, Grand Calumet and Little Calumet rivers, Ill. and Ind., Lake Calumet and necessary connection with Calumet River, and the Lake shore from the mouth of Chicago River to the city of Gary, Ind., for the purpose of reporting a plan for a complete, systematic, and broad improvement of harbor facilities for Chicago and adjacent territory.
