Description
A discourse on why limited war, defined as a war of restraint and of limited objectives during which no strategic bombing occurs, is preferable to total war. The price of limited war is always burdensome when compared with a no-war situation. As compared with the hazards and possible penalties of total war, the price is, if not low, at least tolerable. The purpose of limited war is to keep the price of war within bounds that are tolerable.
