"Le 14 février 1984, le Parlement européen adoptait à une très large majorité un projet de traité d'Union européenne, dont Altiero Spinelli avait été l'inspirateur et le rapporteur-coordinateur. L'Institut d'Etudes européennes de l'ULB a entendu s'associer à la célébration de cet événement par la publication du présent ouvrage. Celui-ci reprend le texte du Commentaire article par article dû aux quatre juristes qui ont assisté le Parlement dans l'élaboration du projet, les professeurs Francesco Capotorti, Meinhard Hilf, Francis Jacobs et Jean-Paul Jacqué, et publié en 1985 dans les collections de l'Institut. Cette réédition a été complétée par des textes qui soulignent les apports du projet Spinelli dans le développement constitutionnel de l'Union européenne"--Page 4 of cover.
