This manual of protective measures is recommended by industry and trade association representatives who cooperated with the Department of Commerce in preparing measuring which are consistent with our national civil defense program. The primary objective of the program is to save lives in case of attack, but preparations made for that contingency will also help industrial facilities survive the perils and hazards of natural disasters. Additionally, the measures suggested in this booklet would accelerate recovery of the Nation's economy should an attack occur.
