There are strategies on all of the various power, zones, laws, transportation, waterworks, public services, rewards that the player can receive, what do to do when disasters occur, and tips on winning the 'Scenarios'. The last two sections tell how to run the games programs on the various systems, and detail how to change the scenery and modify the terrain. There are many gray-scale screenshots.
