Mr. Branch, a member of the Select Committee, to whom was referred the message of the President of the 8th of January, by leave of the House, presents the reasons of his non-concurrence with the committee in recommending the passage of "a bill to be entitled 'An act further to provide for calling forth the militia of the United States in certain cases.'"
