Be it enacted, and it is hereby enacted, by the representatives of the freemen of the state of Vermont in General Assembly met ... that no person shall be indicted ... for the breach of any penal law, or for other crime or misdemeanor, by reason whereof a forfeiture belongs to any public treasury, unless the indictment ... be made and exhibited within one year after the offence is or shall be committed. ..
