The theme of this Occasional Paper, 'Rethinking Development Research and Policy: Trends in the East African Region', is born out of the recognition that the link between development research and policy making in the region is weak. The publication explains the problems underlying development research and policy making in the East African region and identifies means of addressing these problems. The paper suggests the need to radically shift how governments and social science policy and research institutions in the region undertake research to inform policy. It argues for identification of new ways of speaking to and engaging with the policy makers. The paper also underlines the need to link research to policy processes from the outset and suggests practical steps to do so.
