Pas rond 1980 ontstond in Nederland een brede publieke en museale belangstelling voor het medium fotografie. Met tentoonstellingen, publicaties, festivals en eigen instituten werd fotografie in relatief korte tijd als een serieuze (artistieke) discipline geaccepteerd en zelfs populair. Maar hoe moest er over zo?n veelzijdig fenomeen worden geschreven? Als kunst? Als document? Of toch als een cultureel en maatschappelijk verschijnsel? 'Tussen kunst en document' laat zien hoe er in de afgelopen 35 jaar over fotografie is nagedacht en geschreven: beschouwend, kritisch, literair, bij vlagen met humor en tot aan de dag van vandaag inspirerend. Met bijdragen van o.a. Hans Aarsman, Hans den Hartog Jager, Mariëtte Haveman, Rudy Kousbroek en Melchior de Wolff. Zij schreven over bekende fotografen als Ed van der Elsken, Nan Goldin en Allan Sekula en over onderwerpen als World Press Photo, de plek van amateurfotografie en de fotograaf als luie schilder.
