Die Studie setzt bei der Entwicklung der Personalausgaben und ihrer Komponenten an und stellt anschließend einige theoretische Ansätze dar, die Aussagen zur relativen Entwicklung der Personalausgaben beinhalten. Die Integration von theoretischen und empirischen Aspekten geschieht im Zuge einer Überprüfung von Preisstruktureffekt und Folgelastenhypothese.
