"Authored by a young Richelieu, Louis XIII seemingly declares that he is disturbed by the unrest that has again arisen. He defends his actions and portrays himself as a man of peace. He condemns the Ducs de Nevers, de Vendome, de Mayenne, and de Bouillon. They had evidently sent letters to the King on the seventh and the fourteenth of February.
